Mayor Dailey Apologizes to Commissioner Porter for Controversy at Meeting – Tallahassee Reports

Mayor John Dailey commented on Friday 24 September via Twitter that “we do not always meet the standard we set for ourselves” and that he “apologized to Commissioner Porter”.

His remarks came after the city assembly on Wednesday.

The meeting

The final moments of the city assemblies are dedicated to the “sharing of ideas”, which enables the commissioners to bring fresh ideas for consideration and to exchange news. On Wednesday, Mayor Dailey (3:32:08 in the video of the meeting) started with Commissioner Porter, who gave her the time she was given.

The next commissioner to speak was Dianne Williams-Cox. She spoke briefly about her visit to the Veterans Success Center at Tallahassee Community College. Next, Commissioner Curtis Richardson waived his time and said, “I have nothing today, Mr. Mayor.”

The next Commissioner to speak was Commissioner Jeremy Matlow, who said he had several points to discuss. He first took the time to comment on what a public speaker said earlier in the session. He then asked his colleagues to consider his comments for a possible motion to set up a citizens’ committee to deal with ethics proposals.

Following Matlow’s remarks, Mayor Dailey initiated a discussion between the commissioners. Both Porter and Williams-Cox wanted to speak on the subject; Williams-Cox spoke first, questioning how a citizens’ committee would differ from the current ethics council.

Dailey then directed the call back to Matlow and said Porter was in line next, but this is Matlow’s time. Matlow then commented on Williams-Cox’s remarks and a discussion ensued between the two commissioners. Eventually, the debate ended with Williams-Cox calling on Mayor Dailey to have the Inspector General reminded of his work with the Ethics Council.

Dailey asked Commissioner Matlow to finish his remarks as it was time to speak. Matlow declined and shook his head, no, so Mayor Dailey began his time.

Dailey asked the Inspector General to update Commissioner Williams-Cox’s request. After Mr. Sutton explained his position, Dailey began closing the meeting and said he had nothing more. Matlow interrupted him and said he had two more things to say.

Mayor Dailey replied, “But we passed over to my time. So I asked you if you had anything else. ”Then he let Matlow complete his remarks. After Matlow finished, Mayor Dailey began to end the meeting a second time when Porter interjected, explaining that she had one more point to discuss.

Dailey recognized her and told her to continue if it was a quick comment. Porter continued, “I would love to have the opportunity to put my question to Commissioner Matlow, I am thinking in the spirit of an exchange and I have not taken the time…” Mayor Dailey then abruptly ended the meeting.

On Friday, Matlow tweeted a comment adding a clip of Porter’s and Dailey’s exchange out of context. Matlow’s statement read, “I see the need to formally pass this parliamentary procedure so that elected officials are not silenced,” referring to Robert’s Rules of Procedure.

The Commission has never officially adopted Robert’s rules of order, but has in the past stuck to the guidelines as long as the meetings were collegial and orderly.
