Quarrel over girlfriend led to deadly shootings in St. Petersburg, according to the records

NS. PETERSBURG – James Pagan shot dead two people in a house after learning that a woman he referred to as his girlfriend was in a relationship with another man, according to an arrest affidavit.

Pagan, 29, was arrested in Alachua County shortly after the September 16 shooting. He has since been charged with two first degree murders, the deaths of Barbarajean Lombardi, 18, and Tommy Dixon, 21.

Pagan picked Lombardi up from work at Panera Bread around 8 p.m. on September 16, and they went to Walmart to give something back. Then they drove to her home in Granville Court South in 1738, where Lombardi asked Pagan not to stay with her.

When he dropped her off, Pagan saw a man he believed had a relationship with Lombardi, he told detectives. He left, returned around 11 p.m. and went in to find Lombardi in the bedroom with Dixon, he said.

A fight broke out and Pagan claimed that Dixon had slapped him in the face, according to an affidavit. Pagan shot Dixon when Lombardi came between them, he told the detectives.

Lombardi was met four times and Dixon eleven times, according to the affidavit.

Lombardi’s brother Luke, 19, was also in the house and called 911. Also inside were Lombardi’s younger brother, who is 15, and a 53-year-old man who had rented a room in the house. The brothers told police that they played video games with Dixon and another friend who went between 9:30 pm and 10:00 pm

Shortly before the shooting, officers were sent to Pagan’s home after the Pinellas Sheriff’s office received a warning that he had tampered with an ankle monitor that he was required to wear, the affidavit said. The officers arrived at Pagan’s house at 11:01 pm and found him and his roommates inside.

An officer used one of the roommate’s phones to speak to Pagan, who, according to an affidavit, was making suicidal comments. Because of this, police said they had obtained court approval to initiate an emergency ping for Pagan’s cell phone to determine his location. By the time the ping was approved, Pagan had already killed Lombardi and Dixon and was headed north to Alachua County, police said.

Alachua MPs were sent to Pagan’s cell phone location. They spotted his gray Chevrolet Malibu and stopped him at 2:10 a.m. on September 17th. MPs wrote in an arrest report that Pagan smelled of marijuana when he got out of his car. When the car was searched, they found 18.7 grams of marijuana as well as hundreds of pills that were not prescribed for him. He was arrested and taken to Alachua County Detention Center for drug offenses.

Pinellas’ murder charges were later brought, and Pagan was held in Pinellas County Jail without bail.
